JUST-IN: Governor Jadalla Issues  Gubernatorial Decrees 

Juba, October 04, 2024 (CESGPU) - H.E. Gen. Augustino Jadalla Kamilo Wani, the Governor of Central Equatoria State on Friday issued gubernatorial decrees making some mini-reshufle in key revenue generating institutions.

Governor Jadalla appointed deputies of Juba City Council leadership and made changes in leadership of the State Revenue Authority and Insurance Regulatory Authority.

Decree No.16/2024 appointed the leadership of Juba City Council, Local Government Council, Central Equatoria State. The appointed members are Cde. Thiik Thiik Mayardit as the Deputy Mayor for Administration and Finance and Cde. Juma Moses Michael as the Deputy Mayor for Infrastructure and Environment effective from the date of signature by the Governor - Friday, 04th October, 2024.

Decree No.17/2024 relieved Hon. Jackson Abuga Gama from his position as Commissioner General of the State Revenue Authority and Hon. Solomon Pitiya from his position as the Deputy Commissioner General of the State Revenue Authority.

Decree No.18/2024 relieved Hon. Latio Ramba Abas from his position as the Commissioner General of the State Insurance Regulatory Authority and Hon. Simon Muzze Noel from his position as the Deputy Commissioner General of the State Insurance Regulatory Authority. 

The changes in leadership of the State Revenue Authority and the Insurance Regulatory Authority comes into effect from the date of signature by the Governor - Friday 04th October, 2024.

Decree No.19/2024 revoked the appointment of Mr. William Ladu Santo as the Acting Executive Director of the State Insurance Regulatory Authority effective from the date of the signature by the Governor - Friday 04th October, 2024.

Decree No.20/2024 appointed the leadership of the State Revenue Authority. The appointed members are Cde. Moses Idoru Nyama as the Commissioner General of the State Revenue Authority and Cde. Peter Dumo Emmanuel Baya as the Deputy Commissioner General of the State Revenue Authority, CES.

Decree No.21/2024 appointed the Leadership of the State Insurance Regulatory Authority. The appointed members are Cde. Juma Stephen Lugga as the Commissioner General of the State Insurance Regulatory Authority, Cde. Besta Apia Bullen as the Deputy Commissioner General of the State Insurance Regulatory Authority and Cde. Jacob Pitiya Emilian as the Executive Director of the State Insurance Regulatory Authority, CES.

The appointment of the leadership of the State Revenue Authority and the State Insurance Regulatory Authority come into force from the date of the signature by the Governor, Friday 04th, October 2024.

In a related development, the Governor issued a Gubernatorial Order No.14/2024 for the establishment of State Engineering Corporation in Central Equatoria State with effect from Friday 04th October, 2024.

Twenty five youths concluded one month training on Youth and women Economic Empowerment project in Juba.  

At least twenty five youths concluded one month training on Youth and women Economic Empowerment project,the training organized by Salam Junub, under the theme; Empowering farmers, child soldiers and survivors of GBV through clinic training on Business Entrepreneurship skills for their livelihoods.          

Out of twenty five , Fifteen male and Ten females who acquire different Business skills in Gurei  peace Tree Hub


    In his key remarks during the graduation, senior administrative officer, central Equatoria state Ministry of Youth and sports ,Dimba shafic Taban, urged the participants to put the skills they have acquired in use as they go and start their Business."  


        He says the state government and Salam Junub will continue to monitor  all the twenty five participants on how they are carrying out their work in the Markets."  
                             
"And calls on more inclusive training to persons with Disability to also be part of the training."

                              Administrative officer Luri payam,Romburu Boma, Emmanuel Goro, welcome the move and urged the participants not to give up but to continue engaging in different types of Business to support their families with school fees and providing food on the table for the kids or family members at home.  "
                                 
The Founding Member of Salam Junub,Bush Buse, says the twenty five participants will be given 200 USD per each person to start their Business Entrepreneurship.              
Buse urged the participants to use the money for business but not other work that can waste their money for nothing.                               He added that Salam Junub will continue to train twenty five youths every year with Business skills in Juba.                       Some of the participants share mixed reaction saying they will use the skills they aquire to carry out their business to support them in school and their families at large.                            

  The twenty five youths where awarded certificate of completion in Business Entrepreneurship skills by Salam Junub.

On his Santino awach the Male Representative urges his Colleagues to make good use of the Knowledge which they acquire, He applaud Salaam Junub for the training.


However Eliza John under scores for sharing them with the support, She outlines some challenges which they are Encountering during this economic Hardship, Like paying school fees for the children, She promised to utilize the knowledge which learnt it to apply for the business, so that it can sustain it.

Union of Journalists Arrests Former Staff Over Defamation Allegations

The Union of Journalists of South Sudan (UJOSS) arrested one of its former staff members, Ruot George, on Monday, September 9th, for allegations of defamation. The arrest took place in Juba, where George is currently being detained at a local police station.

Police Investigator William Yach said the Union had issued an arrest warrant against Ruot George in connection with the accusations.

George has been in a long-standing dispute with the leadership of UJOSS, publicly accusing them of corruption, mismanagement of funds, altering the Union’s constitution, and failing to convene a general assembly. These claims have been strongly denied by the Union of Journalists.

Sources who wished to remain anonymous reported that they accompanied George to the police station. Upon arrival, police officers on duty confiscated George’s personal belongings and handed them over to the accompanying journalists before formally placing him in custody.

George’s public accusations have caused friction within the Union, sparking controversy over the organization’s internal governance. His claims of constitutional changes and financial mismanagement have raised concerns about transparency and accountability within the Union, leading to a sharp divide between him and the Union’s leadership.

Despite these allegations, the Union has maintained its innocence, dismissing George’s accusations as baseless and defamatory. UJOSS has reiterated that they operate within the bounds of their constitution and have upheld their obligations to their members.

The arrest of George has sent shockwaves through South Sudan’s journalism community, with many journalists expressing concern over what they perceive as an attempt to stifle dissent within the Union.

Some fear that the case could set a dangerous precedent, threatening freedom of speech and undermining the independence of journalists who wish to hold powerful institutions accountable.

Several journalists are now calling for a thorough and impartial investigation into the matter, urging the Union to address George’s accusations transparently.

Meanwhile, George’s supporters have taken to social media, calling for his immediate release and accusing the Union of using its influence to suppress criticism.

As of now, UJOSS has not issued an official statement regarding George’s arrest or the next steps in the legal process. The situation continues to develop as members of the media and civil society organizations keep a close watch on how the case unfolds.

The arrest has sparked a broader debate within the journalism community in South Sudan, raising questions about press freedom, accountability, and the role of unions in protecting or suppressing journalists’ rights. Many are awaiting further clarification from both the Union and the authorities as the case moves forward.

COMMISSIONER TETE URGES COLLABORATION TO ADDRESS INSECURITY IN LADO PAYAM

The Commissioner of Juba County Emmanuel Tete Ezbon has called for collaboration between the authorities and the Lado Payam community, particularly in Molobur Boma.
Speaking on Monday 02.Sept.2024, at the burial of Emmanuel Kulang Marko and Nickson Ladu Joseph, who were killed by land grabbers on 22.Aug.2024 in Molubur, Tete emphasized the need for unity to tackle ongoing insecurity challenges and announced upcoming demolition activities targeting illegal structures in the area. Tete reassured the community of the government's commitment to investigate recent atrocities and hold perpetrators accountable.
He encouraged families of the deceased to remain strong, promising that the government is actively working to protect its citizens.
Additionally, Terekeka County Commissioner Eng. George Wani expressed solidarity with Lado Payam, urging the youth to refrain from taking the law into their own hands.
He highlighted the importance of unity among community leaders and residents for lasting peace.
Mr Gassim Arasio, director of Lado Payam, criticized the misuse of government officials' names in connection with criminal activities and called for government intervention to prevent further escalation of violence linked to land-grabbing incidents in the area.

CES Security Authority Passes More Resolutions Against Pockets of Insecurity

Juba, August 28, 2024 (CESGPU) – H.E. Paulino Lukudu Obede, the Deputy Governor of Central Equatoria State on Tuesday chaired the State’s ordinary security meeting at the State Secretariat, Juba, 

A number of security resolutions were passed during the meeting aimed at ensuring peace and tranquility in the State, Hon. Gerald Francis, the State Acting Minister of Information and Communication told the press shortly after the meeting. 

Hon. Francis said some of the main issues discussed during the meeting included threats posed by land grabbing, pockets of insecurity along the border between Moyo and Kajo-Keji, practice of car and motorbikes hijacking under gun point in Juba and growing cases of suicide mission in Juba. 

He said the security authorities are working on the mentioned issues, adding they have managed to recover a car over the weekend. 

The Minister said one of the key issues discussed was the recent killing of three people in Jebel Ladu Payam last week by land grabbers. He said a number of resolutions were passed aimed at addressing the issues raised during the meeting.

“Now our Commissioner of Juba County has been instructed to move his headquarters to Ladu Payam where these issues of massive land grabbing are taking place. With his presence in the area that issue will be brought to an end,” said Francis.  

Hon. Francis said on Tuesday morning another incident of land grabbing that led to violence was experienced in Amadi, Juba and the government is doing its best to address the issue. 

Hon. Francis added that the concerned authorities have been “directed to act and tackle the reported incidents with immediate effect.” 

He also said that, members have discussed with concern an insecurity issue between the borders of Kajo-Keji and Moyo as well as Yumbe districts of Uganda.

“The security committee recommended that we need to revisit our previous resolutions with our neighboring districts of Moyo and Yumbe,” Hon. Francis said.

Press Secretary Discusses Governor Jadalla’s 100-Days in Office

Juba, August 16, 2024 - The Press Secretary at the Office of the Governor of Central Equatoria State, Waakhe Simon Wudu on Thursday presented to the media the accomplishments and priorities of H.E. Augustino Jadalla Kamilo Wani during the Governor’s 100 days in office.
Speaking in a press conference at the State Secretariat, Wudu said the Governor appreciates H.E. Salva Kiir Mayardit, the President of the Republic of South Sudan for entrusting him with the docket of governorship of Central Equatoria State and according him the necessary support while in office.
Wudu outlined the accomplishments of the Governor since his swearing-in on May 3 up to August 3, 2024. Among the top accomplishments included instituting financial reforms such as changes in revenue generating institutions aimed at ensuring effective administration in those institutions and instituting financial reforms in efforts to ensure transparency, accountability and curb corruption.
“His leadership decided to increase the operations costs of government institutions by 500%. Other institutions receive over 500% increase based on the responsibility they hold. The Governor also made directives and ensure that the service money is remitted to the institutions on time,” Wudu said.
“The State Government institutions are given operation costs only after accounting for the previous service money given to them. This means it is transported on replenishment bases,” Wudu said.
The Press Secretary said “major government purchases are now done through competitive bidding contrary to single-sourcing. For example, many of you might have seen the e-tax advert recently published on the newspapers by the State Ministry of Finance and Planning calling for bidders to apply”.
Wudu said the leadership of Governor Jadalla has recruited 282 heavy truck drivers and mechanics through the State Ministry of Agriculture aimed at empowering farmers with skills of mechanized farming and improving food security across the State. It is also aimed at achieving the Governor’s goal on functional cooperatives.
Other accomplishments of Governor Jadalla during his 100 days include institutional accountability and banning physical cash transfers and transactions including directing revenue institutions to remit revenues to bank accounts.
The Press Secretary further noted that among the priorities of the Governor includes improving security through dialogue with holdout groups, land grabbing, issues of cattle herders, economic empowerment by reviving cooperative societies, improve education sector while ensuring return of more children to school, improve the health sector, road infrastructure, agriculture, and ensuring effective and functional administration in the Governance among others.
“The State administration is working together with the national government to achieve these targets. Other focused areas include ensuring functional institutions that maintain law and order in the Bomas, Payams and county levels among others. Achieving security and safety is important in the overall effort of reducing the cost of doing business and creating an enabling environment for domestic and foreign investors. This priority is also aimed at ensuring that our people who are undergoing immense challenges in the refugee camps across the neighbouring countries return home,” Wudu said.
The Governor is concerned with critical challenges facing the people within Juba City Council. He recognizes Juba being the national capital and houses the biggest population of the Country.
Wudu said “H.E. Jadalla wants to see into it that the leadership of JCC lives up to its expectations. He wants to see stepped-up efforts with focus on effective management of garbage collection, insecurity, improved drainage system, favourable tax policies and health”.
“The Governor also wants to see combat on the increase of practice of drugs, illegal repackaging of food items and alcoholic drinks within residential areas in the city. He also wants Juba City Council to conduct registration of households within the city in efforts to know the population of the households. This initiative is aimed at ensuring improved delivery of services,” Wudu said.

Bright movie stars: Four South Sudanese films from the Germany-supported Juba Film Festival receive praise at Zanzibar International Film Festival

21 August 2024 – Juba: Four South Sudanese films from the Juba Film Festival (JFF) 2023 which was supported by the German Embassy were nominated to the Zanzibar International Film Festival. The directors of the nominated films traveled with the co-founder of the JFF, Mama Joice Thomas, to Stone Town, Zanzibar, Tanzania in August where their films received praise from critics and audiences.
Lukas Dürrnagel, First Secretary of the German Embassy, received Mama Joice Thomas at the Embassy and welcomed the well-deserved recognition for the South Sudanese filmmakers:
“We are extremely happy that four films which premiered at the Germany-supported Juba Film Festival have received international attention and praise. We are delighted that the bright movie stars of South Sudan are putting South Sudanese filmmaking on the international map.”
Mama Joice Thomas added: “The participation of South Sudanese film productions in the Zanzibar International Film Festival was the first of its kind and gave the filmmakers an excellent opportunity for networking with regional and international professionals. Additionally, the well-known production “Goodbye Julia” was shown at the Festival in the name of South Sudan and was awarded best film of the year. This is a well-deserved recognition for director Mohamed Kordofani and for the South Sudanese film scene as a whole.”
The four films from Juba Film Festival nominated to Zanzibar International Film Festival are “Village Beauty” (Best Film of Juba Film Festival 2023, script by Betty Baraka, directed by Harrison Phillip Osfeldu), “It’s really happen” (script and directed by Anthony Bidal), “Plight Nomad Story” (script by Clement Alison Tongun, directed by Harrison Phillip Osfeldu) and “Waja Ta Jena” (script by John Owudada, directed by Leviticus Levi).
